Internet Terms of Use

The following Terms of Use apply to all library computer use and Internet access:

 The Tiffin-Seneca Public Library provides access to the Internet and other electronic services to further our mission of selecting informational and educational resources of value to our community.  These services are offered in conformity with the Library's Materials Selection Policy. 

 

The Internet contains many different kinds of material, some of which may be deemed to be of a controversial or offensive nature.  In offering Internet access, the library staff cannot control nor assume total responsibility for:
- Access points reached
- The content of interactive communication such as e-mail and news groups

- The validity of information

- Accessibility due to technical difficulties or Internet reliability

- Privacy of information for any websites used or left open by a patron

 

By using the Tiffin-Seneca Public Library's network, patrons agree to the following:
- These workstations are part of the library's Local Area Network (LAN).  Each workstation in the network is set up to run pre-installed software only.

- Do not attempt to run your own software, customize files or change configurations.

- Do not turn off the computer or reboot the system.  Ask a library staff member for assistance.

- To ensure privacy for your personal accounts, such as e-mail, electronic ordering, etc., please log off each account with finished with the application.

- When finished using the workstation, be sure to log off.

 

Inappropriate Use

In order to comply with contemporary community standards regarding obscenity as defined in 2907.01 of the Ohio Revised Code, the Library deems as inappropriate the following uses and practices:

- Display of sexually explicit graphics

- Display or transmission of profane, abusive or threatening language

- Unauthorized copying of copyright-protected materials

- Violating any local, state or federal statute

 

Parental Responsibility

Parents must share with the Library the responsibility for their children's use of the Internet.  Access to material that is considered harmful to juveniles as described the OBSCENITY section of the Ohio Revised Code 2907.31 is not permitted because those materials do not support the mission of the Library,

Those persons having a concern about access to the Internet should speak with the Library Director.


Security

Deliberate altering of any files or modifying the configuration of any computer or peripheral is considered a violation of computer system security and will result in the loss of library computer privileges, with possible legal ramifications.

Destruction or damage of equipment due to willful misuse will result in legal action.

Willful removal of any part of the computer will be considered theft and will result in legal action.

Patrons violating any usage guideline will be asked to stop.  If the violation continues, the patrons will forfeit the right to use the computers at the Tiffin-Seneca Public Library.

 

Internet Access Policy Statement

The Internet is a worldwide network of computers that contains millions of pages of information.  Users are cautioned that many of these pages include offensive, sexually explicit and inappropriate material.  In general, it is difficult to avoid at least some contact with this material while using the Internet.  Even innocuous search requests may lead to sites with highly offensive content.  Additionally have an e-mail address on the Internet may lead to receipt of unsolicited e-mail containing offensive content.  Users accessing the Internet do so at their own risk and the Tiffin-Seneca Public Library is not responsible for material viewed or downloaded by users from the Internet.

To minimize these risks, your use of the Internet at the Tiffin-Seneca Public Library is governed by the following policy:

A vast amount of information and opinions from varied points of view are available on the Internet.  The Internet is not monitored; users may encounter material they find offensive.  Parents and guardians of minor children are encouraged to use available resources to guide their children's use of the Internet, such as the National Center for Missing and Exploited Children's NetSmartz program.

- Users violating acceptable use standards may lose Internet, computer and library privileges

  

Filtering

The library uses a filter software application to screen all public computers having Internet access.  The Tiffin-Seneca Public Library blocks sites, not words, so as to not block health, medical and other information which through key work searching might become inaccessible.  This software has proven effective in enforcing the Library's Appropriate Use Policies.  However, no system is foolproof.  Further monitoring or restrictions are the sole responsibility of the parent or guardian.  The Library encourages parents and guardians to educate themselves and their children of safety issues regarding Internet access.  Again, we recommend viewing the National Center for Missing and Exploited Children's website.

 

Policy Enforcement

Patrons who access pornographic sites, attempt to access password functions and otherwise violate the Acceptable Use Policy are abusing computer services and are subject to losing computer, Internet and perhaps Library privileges.  Library staff will intervene by following procedures to address policy violations, including securing name, address, library card, issuing a "cease and desist" warning and up to termination of library card and/or use of the building.

 

Questions or Complaints

If Library staff find through their own searches or a patron questions sites which seem inappropriate, they are to call, email or send notes with the Web address to Computer Services Department to request the site be reviewed.

 

Internet URL Request Form

This written form is used for patrons who wish to register an official request to unblock a specific site.  They may leave the form with staff for forwarding to the Computer Services Department.  As legislation continues balancing intellectual freedom with protection of minors from pornographic and sexually explicit materials, we will revise our policies and practices to comply with those decisions.

Tiffin-Seneca Public Library Internet Rules and Regulations

Children 8-years-old and under must be accompanied by an adult when using this resource.

All users must have a library card to log on.  Patrons can schedule their own reservations up to 24 hours in advance.  Staff will demonstrate how to log on and log off.  No telephone reservations, please.  Visitors from outside the Library area may obtain a guest card from the Information Desk for Internet use.

Use of the Internet workstations will be limited to one hour or one-half hour per day per person.

The Library cannot offer e-mail accounts.

Patrons may print information for the Internet at the cost of 25 cents per page from the self-service print station.

Users may download files to floppy disks, compact disks or memory sticks/thumb drives.  Memory sticks can be purchased for $8.00 from the Information Desk.  Compact disks are available for 50 cents.  Downloading to the computer's hard drive is not allowed.

The patron, parent or guardian is responsible for any damage done to the workstation's equipment and software and for any illegal or unethical acts carried out on the Library's Internet connection.

Prohibited uses of OPLIN (Ohio Public Library Information Network) Internet access include commercial activity or activity for profit, illegal activity and political lobbying.  The use of OPLIN and the Internet to engage in any activity which constitutes violation of local, state, federal and/or international laws is strictly prohibited.

The Library reserves the right to withhold access to the Internet to anyone misusing the resources.
