Mission Statement

Tiffin-Seneca Public Library, a free county district public library, is committed to meeting the informational, educational, cultural and recreational needs of all who live, work, or go to school in Seneca County, including those requiring special services such as the handicapped, the blind and hearing impaired, the aged and homebound, beginning and new adult readers and preschool children. The library will identify needs, acquire, organize and preserve materials and provide ready access to the most wanted materials, print and non-print. It will provide trained, knowledgeable staff, participate in regional and statewide networks for resource sharing, and seek to develop citizen awareness of the library and its services.

The Tiffin-Seneca Public Library does not monitor, and has no control over, information accessed through the Internet and cannot be responsible for its content. As with all other library materials, children's access to the Internet is the sole responsibility of the child's parent or guardian.     
                 

USA Patriot Act

Policy and Procedures in Response to the USA Patriot Act of 2001

Public libraries want to protect the privacy of their patrons while responding to legitimate national security concerns.  Tiffin-Seneca Public Library recognizes the confidentiality of information sought or received and materials consulted, borrowed or acquired by a library user.

T-SPL strives to create a library environment that is:
- Crime free
- A safe place
- A place for learning and pursuit of knowledge and information on any topic. 
- A place where patrons can ask any question and discuss any topic


The library will do its utmost to uphold the privacy and confidentiality of patrons’ free access to information. The library will rely on existing laws and library policies to control behavior that involves public safety or criminal behavior.

Tiffin-Seneca Library Foundation

The Tiffin-Seneca Library Foundation was established to help provide a secure future for the library. Excellence in library collection and services is particularly important as we approach the 21st century. Since the library first opened its doors in May of 1880 as a simple reading room, the public has come to expect a high level of library service. Endowments and major gifts to the foundation will provide funds for valuable programs and purchases for the library which may become more difficult with shrinking tax revenues.

You may designate how your foundation gift will be used. You may want to discuss your wishes with the library director. If, on the other hand, you have no designation, the board will use the income from the gift for existing projects, collection development, or equipment which will benefit the residents of Seneca County.

The following Terms of Use apply to all library computer use and Internet access.

 

The Tiffin-Seneca Public Library provides access to the Internet and other electronic services to further our mission of selecting informational and educational resources of value to our community.  These services are offered in conformity with the Library's Materials Selection Policy.

US Patriot Act Policy 

About the USA Patriot Act of 2001
HR-3162 became Public Law 107-56 in response to the events of 9/11/01.  The full title of the law is: Uniting and Strengthening America by Providing Appropriate Tools Required to Intercept and Obstruct Terrorism Act of 2001.

The Act may provide law enforcement broader boundaries when investigating information accessed and transmitted by patrons with regards to national security concerns.

The History of T-SPL

Early Beginnings
The earliest records of the existence of  Tiffin-Seneca Public Library are generally traced back to March 6, 1880, when an application was filed in Columbus for the incorporation of the Tiffin Public Library Association.  Subsequently, a library room opened on May 11, 1880, on the second floor of the “Market House” on the site of the present day Tiffin City Hall.  The library remained there until 1886 when it moved to the courthouse basement until 1898.
